Panthers quarterback/receiver Joe Webb will not play in his return to Minneapolis. The former Viking is inactive for Sunday’s game at a chilly TCF Bank Stadium.Defensive tackle Star Lotulelei and guard Amini Silatolu were ruled out on Saturday. Lotulelei will miss his second straight game with a sprained ankle while a sore knee is keeping Silatolu from making a switch over to right tackle. Mike Remmers will make his first career start in place of Nate Chandler.Cornerback-turned-receiver DeAndre Presley is active for the first time since he played four games with the Dolphins in 2012. He is expected to get a few reps on offense, and he may get a shot as a returner as well.
